§ 102-60. Required.

(a)

A person may not drive a taxicab or limousine inside the city unless he has a valid driver's permit issued to him by the city under this article.

(b)

A vehicle permit holder may not employ or contract with a driver or otherwise allow a person to drive or hire a vehicle owned, controlled or operated by the vehicle permit holder unless the person has a valid driver's permit issued to him by the city under this article.
