It shall be unlawful for any person, except as exempted in section 90-8, to excavate or fill or to construct, install, alter or maintain any pipe, conduit,
cable or any other facility within any street, alley or right-of-way in the city without
having first executed and delivered to the city a current corporate surety bond approved
by the city attorney in a sum as determined from time to time by city council, such
amount to be determined by the director of engineering, and such bond shall be conditioned
as provided in this division.
