§ 138-19. Special use permit—Required; approval; fee.

In order to protect the general health, well-being and welfare of the citizens of
the city, the city council declares it to be the policy of the city, that private
clubs for the consumption of alcoholic beverages shall not be permitted within the
city without such establishment having first secured a special use permit approved
by the city council under the terms and regulations of this article. The permit shall
take the form of a letter from the city council to the applicant, receipt of which
is necessary before operation of a private club. Consideration of an application for
such special use permits by the city council shall follow a recommendation by the
planning and zoning commission and payment of a permit fee as determined from time
to time by city council.
